OBR Tooling feature on Eclipse 3.3

Since Eclipse 3.3 - Europa has been recently released, I do the porting of the OBR tooling feature as well. The OBR Eclipse Tooling Downloads section, on the right, now includes links for Eclipse 3.3.

Seems it doesn't work with Eclipse 3.4.
